EIN Number Format: What the 9 Digits Mean
An EIN number format is 9 digits written as XX-XXXXXXX: a 2-digit prefix, a hyphen, and 7 more digits. The prefix shows which of 10 IRS campuses assigned the number or that it came through the online EIN Assistant. The IRS lists 83 valid prefixes; the other 17 two-digit combinations, including 00, have never been issued.
The short answerAn EIN is 9 digits written as 2 digits, a hyphen and 7 digits (XX-XXXXXXX). The first 2 digits identify the IRS campus that assigned the number or show it was issued online; the IRS lists 83 valid prefixes and 17 (00, 07, 08, 09, 17, 18, 19, 28, 29, 49, 69, 70, 78, 79, 89, 96, 97) have never been issued. An EIN has no check digit, so only an IRS document (CP-575 or Letter 147C) or IRS TIN Matching proves a number is real. An SSN uses a 3-2-4 grouping and an ITIN always begins with 9.
What does a valid EIN look like?
A valid EIN reads XX-XXXXXXX: for example 12-3456789 or 04-1234567. It contains exactly 9 digits, 1 hyphen after the 2nd digit, and no letters.
The IRS assigns the number under 26 U.S.C. § 6109, which requires an identifying number on every federal return, and 26 CFR § 301.6109-1 names the EIN as the identifying number for entities. The 7 digits after the hyphen are a sequence, not a code: they carry no information about the entity type, the state of formation or the year of issue. Nothing in the format tells a reader whether the holder is an LLC, a corporation, a trust or a sole proprietor.
Forms and databases strip the hyphen. A W-9 box, a payroll system and the SEC EDGAR filing header all hold the same number as 9 bare digits, so 123456789 and 12-3456789 are 1 EIN. Add the hyphen back after the 2nd digit when you type it onto a government form; the IRS instructions for Form SS-4 show the hyphenated form.
What do the first 2 digits of an EIN mean?
The first 2 digits identify the IRS campus that assigned the number, or show that the application was filed through the online EIN Assistant. The IRS publishes the full list; it is reproduced below as published.

Several prefixes appear under both Philadelphia and the internet route (33, 39, 41, 42, 46, 85, 86, 87, 88, 92, 93, 99); the IRS lists them in both rows. Counting each prefix once, 83 two-digit prefixes are valid. The remaining 17 (00, 07, 08, 09, 17, 18, 19, 28, 29, 49, 69, 70, 78, 79, 89, 96, 97) do not appear on the list and have never been issued, so a number beginning with 1 of them is not an EIN the IRS assigned.
The prefix is history, not geography. A business formed in Texas and filed online carries an internet prefix such as 81 or 88, and a trust whose Form SS-4 was faxed in 2004 carries whichever campus processed faxes that year. Prefix 31 is the exception with a meaning: it is reserved for numbers issued through the Small Business Administration.
How does the EIN format compare with an SSN, ITIN and PTIN?
Four IRS-recognised identifying numbers share 9 characters but differ in grouping and first character. The 2-7 grouping is unique to the EIN; the 3-2-4 grouping belongs to numbers issued to people.
| Number | Format | First character | Identifies | Issued by | Application |
|---|---|---|---|---|---|
| EIN | XX-XXXXXXX (2-7) | Any of 83 valid prefixes | A business, trust, estate or other entity | IRS | Form SS-4 |
| SSN | XXX-XX-XXXX (3-2-4) | Never 9; randomised since 2011 | A person | Social Security Administration | Form SS-5 |
| ITIN | 9XX-XX-XXXX (3-2-4) | Always 9 | A person who cannot get an SSN | IRS | Form W-7 |
| PTIN | PXXXXXXXX (letter + 8 digits) | The letter P | A paid tax return preparer | IRS | Form W-12 |

The grouping is the fastest tell. Two digits, a hyphen, seven digits: an entity. Three, two, four: a person. A Form W-9 asks for 1 of the 2 and the box the signer fills in says which. Read the full comparison on the EIN vs SSN page, the EIN vs ITIN page, and the EIN vs TIN page.
How do you check whether an EIN is valid?
Three checks in order: shape, prefix, then a match against IRS records. Only the 3rd proves the number belongs to the name beside it, because the IRS publishes no check digit for an EIN.
| Check | Passes when | Fails when | Cost |
|---|---|---|---|
| 1. Shape | 9 digits, 1 hyphen after the 2nd digit, no letters | 8 or 10 digits, letters, 2 hyphens, or all zeros | $0, 10 seconds |
| 2. Prefix | First 2 digits are on the IRS list of 83 | First 2 digits are 1 of the 17 unassigned (00, 07, 08, 09, 17, 18, 19, 28, 29, 49, 69, 70, 78, 79, 89, 96, 97) | $0, 30 seconds |
| 3. IRS match | Number and legal name match a CP-575, a Letter 147C, or an IRS TIN Matching result | The pairing is not in IRS records, which triggers 24% backup withholding under 26 U.S.C. § 3406 on payments reported with it | $0; 1 phone call or 1 e-Services session |
Repeated digits (99-9999999) and runs (12-3456789) pass checks 1 and 2 and fail check 3; they are the 2 placeholder patterns most often typed into a form by someone who did not have the real number. For your own EIN, the IRS Business and Specialty Tax Line, 800-829-4933 (Monday-Friday, 7 a.m. to 7 p.m. local time), confirms it by issuing a Letter 147C; the steps are on the 147C letter page. For a vendor’s EIN, the verify an EIN number page walks through TIN Matching and the W-9 flow.
Where does the EIN appear, and in which format?
The same 9 digits print on 8 common documents, hyphenated on IRS paper and stored without the hyphen in most databases. The CP-575 is the first place it appears and the 147C is the replacement.
| Document | Where the EIN prints | Who holds it |
|---|---|---|
| CP-575 notice | Top block, beside the legal name; issued 1 time when the EIN is assigned | The entity |
| Letter 147C | First lines of the body; issued on request as the replacement proof | The entity |
| Form W-9 | Part I, Taxpayer Identification Number box (EIN row) | Every client who paid the entity |
| Form W-2 | Box b, Employer identification number | Every employee issued one |
| Form 1099 | Payer's TIN box | Every contractor paid $600 or more |
| Form 941 | Employer identification number field at the top of page 1 | The entity and its payroll provider |
| Forms 1120, 1120-S, 1065 | Identification block, page 1 | The entity and its accountant |
| SEC EDGAR filing header | I.R.S. Employer Identification No., cover page of Forms 10-K and 10-Q | Public, for SEC registrants only |
Private companies appear on none of the public rows: no IRS database lists their EINs, and the SEC header covers only companies that file with the SEC. How to find a number you do not hold is covered on the EIN lookup page and the EIN search by company name page.
What if you have no EIN yet?
The IRS issues one for $0: in 15 minutes online for applicants with an SSN or ITIN, or in 4 business days by fax with the word Foreign on Form SS-4 line 7b for applicants with neither.
ein-number.com prepares and files the Form SS-4 for $69 (Standard) or $99 (Fast, filed within 24 hours), with a second reviewer checking every line before the IRS sees it and a full refund if an error on our side causes a rejection. Applicants who hold an SSN or ITIN lose nothing by filing at irs.gov themselves.

What is the format of an EIN number?
An EIN is 9 digits written as 2 digits, a hyphen, and 7 digits: XX-XXXXXXX, for example 12-3456789. The IRS assigns it to a business, trust, estate or other entity under 26 U.S.C. § 6109. Databases often store the 9 digits without the hyphen, so 123456789 and 12-3456789 are the same number.
What do the first 2 digits of an EIN mean?
The first 2 digits show which IRS campus assigned the number, or that it came through the online EIN Assistant. The IRS publishes the list: 83 two-digit prefixes are valid across 10 campuses, the internet route and 1 SBA prefix (31), and 17 prefixes such as 00, 07, 08, 09 and 17 have never been issued.
Can an EIN start with 0?
Yes. Prefixes 01 through 06 are valid and were assigned by the Brookhaven campus, so an EIN such as 04-1234567 is a real format. The only zero-led prefix that cannot exist is 00, and an EIN reading 00-0000000 is a placeholder, never a number the IRS issued. The 7 digits after the hyphen can begin with 0.
How is an EIN different from an SSN or ITIN?
All 3 are 9-digit taxpayer identification numbers, but the grouping differs. An EIN is 2-7 (XX-XXXXXXX) and identifies an entity. An SSN is 3-2-4 (XXX-XX-XXXX) and identifies a person. An ITIN is also 3-2-4 and always starts with 9, with 4th and 5th digits in the IRS ranges 50 to 65, 70 to 88, 90 to 92 or 94 to 99.
Does an EIN have a check digit?
No. The IRS publishes no checksum for an EIN, so a 9-digit number with a valid prefix can still be wrong. The only tests that prove a number is real are an IRS document (the CP-575 notice or a Letter 147C) or a match through IRS TIN Matching, which compares the number and legal name against IRS records in 1 session.
Can an EIN contain letters?
No. An EIN is 9 numeric digits with 1 hyphen; a value with letters is not an EIN. The IRS number that does contain a letter is the PTIN for paid tax preparers, which is the letter P followed by 8 digits. State tax IDs also mix letters and digits in some states, which is 1 way to tell a state number from the federal EIN.
Is the EIN format the same as the FEIN or federal tax ID format?
Yes. FEIN (Federal Employer Identification Number), federal tax ID and tax ID number all refer to the same 9-digit IRS number in the same XX-XXXXXXX format. A form that asks for a FEIN wants the EIN; no second number exists. State forms that ask for a state tax ID want a different number issued by that state's revenue agency.
Where does the EIN format appear on documents?
On the CP-575 notice the IRS mails once when the EIN is assigned, on a Letter 147C, in Part I of Form W-9, in box b of every W-2 an employer issues, in the payer box of a 1099, at the top of Form 941, and in the identification block on page 1 of Forms 1120, 1120-S and 1065. Each prints the same 9 digits.
How do I check whether an EIN is valid?
Run 3 checks: count 9 digits with no letters, confirm the first 2 digits are 1 of the 83 valid IRS prefixes, and match the number against an IRS document for that legal name. For a vendor, IRS TIN Matching confirms the pairing at $0. For your own EIN, a Letter 147C from 800-829-4933 confirms it in 1 call.
Does the EIN prefix tell you where a business is located?
No. The prefix shows the IRS campus that processed the application or that the application was filed online, not the state where the business operates. A company formed in Texas can hold a prefix assigned by the Philadelphia campus. Since online filing began, 21 prefixes are listed by the IRS under the internet route.
